Commodore’s Message

Hello Fellow Boater,

I am very pleased to be sending out this message as it is the welcoming to summer 2007. Our first event, the Breakfast & Membership Drive was a great success. Hats off to Geoff as the Event Coordinator and his committee. It was a great idea to make Breakfast Burritos. We were glad to have the weather cooperate and a great turn out.
Everyone has been very busy working on their boats. So far we have had some nice hot weather. Gradually we will all be out on the water enjoying what is in our hearts.
Our next event is a simple gathering to enjoy a relaxed conversation with fellow boaters that you just haven’t had time to visit. This is the Wine & Cheese evening. The following event definitely gets you to know those members you might never have met, Guess Who’s Coming to Dinner. Hope you can attend.
Some of you have been moved to other docks. It is a great opportunity to meet new neighbours and perhaps new members. As I said in my Spring Address, it’s a nice gesture to watch for new boaters to our marina.to provide assistance and advise about boating in Long Point Bay.
Port Dover has been my summer home since I was born. I have seen many changes over the years but most of them have been in the last 10 years. It has become a booming community, and our boating community is a big part of this. Many of you have now decided to also make this your home. We are a major contributor to the economy of this town.
I wish you all a very enjoyable and safe boating season. It is an honour to be the Commodore of the Long Point Bay Yacht Club.

BreakFast Burritos a Big Bang with Boaters

 

Well the LPBYC had their membership breakfast drive cooking up storm for 77 mouths. Everybody seemed to enjoy themselves, even Doug Cunningham who wasted no time in despensing his advice on how this could be better run. I get a real sense of a commodore in training from Doug. Everybody raved over Sue's Baked Beans, and the coffee was hot for a change.

I encourage Canadian boaters to apply for a NEXUS membership because using a NEXUS card is a more convenient, time-saving and secure way to cross the border,> "> said Ms. Davidson. > "> Instead of waiting on arrival to get border clearance, NEXUS members can now call 30 minutes to four hours ahead of time to a telephone reporting centre in the marine mode.> ">
The success of NEXUS has been instrumental in creating a secure and streamlined crossing process for good neighbours on both sides of the border,> "> said W. NEXUS in the marine mode is a fast and simple way for pre-approved,low-risk travellers to cross into Canada or the United States. Recreational boaters who are NEXUS members can meet their border clearance obligations by calling a Canadian or U.S. telephone reporting centre (TRC) 30 minutes (minimum) and up to four hours (maximum) before their expected arrival in either country. Boaters then arrive at the specified time and site given during the advance telephone call. Any changes to time, goods, passengers or arrival site must be reported before arrival. When entering Canada, boaters are required to call the toll-free number 1-866-99-NEXUS and are automatically connected to one of four TRCs: Lansdowne, Windsor, Hamilton (all in Ontario) or Victoria, B.C. When entering the United States, boaters are required to call the appropriate port of entry for small vessel reporting.
By facilitating the movement of low-risk, pre-approved travellers, NEXUS allows border services officers to focus their efforts on travellers and goods of high or unknown risk. In this way, NEXUS helps improve services to the travelling public while maintaining border security and safety.
The NEXUS Marine pilot program began along the Detroit River in 2005 and, in 2006, it was expanded to include the St. Clair River, Lake St. Clair, the Detroit River, Lake Erie and the upper Niagara River.
NEXUS is an ongoing agenda item of the Canada-U.S. Shared Border Accord Coordinating Committee. It is also part of the Security and Prosperity Partnership of North America that provides a framework to advance collaboration between Canada, the United States and Mexico in areas as diverse as security, trade facilitation, transportation, the environment and public health.
I would like to thank the many employees across the CBSA who have contributed to the success of NEXUS and specifically the national expansion of the marine component. The NEXUS card replaces the Pace and CANPASS programs that were originally set up to provide quick border crossing and is being reintroduced after being suspended following 9-11. The NEXUS system, based on cards with pre-clearance information, a photograph and fingerprints, is designed to enhance security at the border while easing traffic bottlenecks.
The Canadian Border Services Agency (CBSA) website www.cbsa.gc.ca/travel/nexus/ states that “Once approved by both Canada and the U.S. as low-risk travellers, NEXUS members will enjoy a simplified entry process while travelling across the Canada – United States border by land or air.”
Note that CBSA doesn’t mention a NEXUS Water or acknowledge the existence of boaters. However, the FAQ page of the website includes the following question; “ If I have a NEXUS card, do I still need an I-68 to enter the US by boat”. “No” was the one word answer, but how the process works was not explained. I tried calling 1-866-NEXUS 26 but heard no more information than I had already read on the website.
The US Customs and Border Patrol ( CBP) www.cpb.gov website gave link to a little more information. “As NEXUS members, recreational boaters have the privilege of entering the United States from Canada for recreational purposes with only the need to report their arrival to CBP by placing a telephone call. Boaters can use their NEXUS membership in lieu of the I-68 for reporting purposes.”

NEXUS will allow you to make an oral declaration regarding items imported for your personal use.

It does not change the restrictions or obligation to declare, currency over $10,000, commercial goods, controlled substances or weapons.
It takes as least six weeks for the application to be processed and the authorities are expecting a higher number of applicants than normal, so the sooner you apply the better.
Who Qualifies for NEXUS?
Citizens or permanent residents of the US or Canada may qualify. A non-permanent resident may apply if they can demonstrate a need to use the NEXUS lanes.

You may not be accepted for the program if you:
• Are inadmissible to the United States or Canada under applicable immigration laws;
• Provide false or incomplete information on their application;
• Have been convicted of a criminal offence in any country for which they have not received a pardon;
• Have been found in violation of customs or immigration law; or
• Fail to meet other requirements of the NEXUS program.
How Does One Apply?
The forms and an information guide can be downloaded from www.cbsa-asfc.gc.ca.
Complete the application form and for our area forward it to NEXUS Program , PO Box 126, Niagara Falls, Ontario L2e 6T1.
If you qualify, you will be invited to visit the enrolment office where your application, proof of citizenship and residency, will be reviewed.
Your biometric fingerprints and a photograph will be taken.
The fee of $80CAN or $50 US will be collected via Money order, Certified Cheque or credit card. Half will go to the US authority and half to the Canadian.
Payment of the fee does not guarantee acceptance in the program.
Final Words
NEXUS is not a travel document. Your admission to the US still depends on your underlying immigration status. Cruising decals still apply.
You may be subject to fines of up to $5000, seizure and criminal penalties if you don’t follow the proper reporting procedures ( I-68, OARS, NEXUS) when entering the US.
